未来世界的价值基础:民族主义还是世界主义

摘　　要：全球化要求构建全球层面的治理机制,而民族主义意识形态阻碍着这一进程。民族主义产生于特定历史背景,发挥过革命动员、民权扩张和政治统合的历史功能,然与当今世界潮流不相契合。将"民族之爱"扩展为"世界之爱",而非将两者对立起来,是人类面向未来的必然选择。世界主义思想在东西方均有着深厚传统,但也各有其逻辑优势和困境。近代西方以康德为代表的世界主义作出了关于永久和平的初步构想,并在国际政治中有所应用,然其进展并不顺利。中国的"构建人类命运共同体"倡议与实践,是对东西方世界主义传统的继承和发展,在当前民粹主义甚嚣尘上的全球背景下,对于构造未来世界的价值基础有着重大的意义,但有必要寻求其与西方文明的共通性以成就共识。The fact of Globalization requires constructing governance mechanisms in global perspective.However, nationalism still impedes the progress. Nationalism as an ideology was born out of a specific historical background, and functioned as escalating revolutionary mobilization, expanding civil rights, and integrating politics and administration. Nevertheless, nowadays nationalism does more harm than good. As a result, it is an inevitable choice to develop 'love to the compatriot' into 'love to the mankind' rather than set them against each other. Cosmopolitanism has its ideological origins synchronous its respective strength and weakness in both the East and the West. Kant, as the representative for modern cosmopolitanism, devised a tentative scheme for perpetual peace. The scheme has been applied in international politics, but not pro gressing smoothly. The initiative and practice of 'a community of shared future for mankind' is an inheritance and development of Western and Eastern civilizations. Creating a community of shared future for mankind is of great significance in constructing the value foundation for the future,especially under the condition that populism has caused a severe chaos in a world-wide range. Meanwhile, in order to reach a consensus, it is necessary to seek for common ground and comparability in Western civilization.
