科技金融效率多尺度视角下的区域差异分析

摘　　要：科技金融效率测量因时间和空间差异存在精度失偏和效度不足的内在问题。伴随科技投入而来的金融活动能实现科技活动的现实效率和潜在效率共同提升,但不同区域范围分析存在显著异质性因素,这需要具体方法有针对性的进行测量。本文运用DEA模型对我国2005-2014年30省(市、区)科技金融效率进行测度,并结合变异系数、基尼系数和泰尔指数等方法从经济带、行政区与省级层面等范围视角对科技金融效率区域差异进行综合评价。研究结果表明:十年间我国科技金融效率整体水平偏低,呈现出东-中-西梯形递减分布格局,区域内差异化严重且呈现出锯齿状波动变化态势。区域间差异程度总体趋于收敛状态;从科技金融效率区域差异分解结果来看,区域内差异对总差异贡献显著,区域间差异次之。这反映出现有行政区划格局及投资驱动下的科技金融活动效率区域内呈现出极化效果,经济一体化进程中推动经济发展内生性能力正在显著孕育当中,区域间差别明显。Science and technology financial efficiency measurement because of time and space differences in the existence of precision deviation and lack of validity of the inherent problems. Financial activities with China＇s science and technology can achieve the real efficiency and potential efficiency of science and technology activities. However,there are significant heterogeneity factors in the analysis of different regional ranges,which require the adaptation of specific methods to be targeted. Through the DEA model measures on the financial efficiency of science and technology in 30 provinces（ cities and districts） in China during 2005-2014,and using the variation coefficient,Gini coefficient,Theil index from the province,three economic zones,seven administrative regions of three large scale science and technology financial efficiency of regional differences. Research shows that： 2005-2014 years the overall level of China＇s science and technology financial efficiency is low,in the East-West-trapezoidal decreasing distribution pattern,regional differences and differences in the degree of serious zigzag fluctuation trend,but the regional differences in the degree of convergence,from the decomposition of technology financial efficiency of regional differences in the results,the most significant contribution to regional differences the total difference.
