政治局集体学习与国家治理——以十八大以来中央政治局集体学习为分析对象

摘　　要：中央政治局集体学习是中国共产党构建马克思主义学习型政党的制度化创新,集体学习在提高党的思想及理论素养的同时为党的执政能力和先进性建设注入强大动力。由于政治局集体学习在学习主体、学习内容和学习模式上的特殊性,使其不仅促进了学习型政党建设,更是发挥着重要的治理功能,即推动国家治理重大战略、重要方针和政策的制定、部署。因此,政治局集体学习是政治精英设定国家治理议题、政策议程,进而凝聚共识以谋国家治理之策的一种方式和过程,政治局集体学习有力地推进了国家治理现代化的进程。Group study of political bureau of the CPC Central Committee is a institutional innovation for the Communist Party of China to build a Marxist party committed to learning,and it has improved the ideological construction and theoretical attainment of our party,and it also has injected powerful impetus into the Party's governance capability and vanguard nature.Group study of political bureau of the CPC Central Committee,due to the particularity of its learning subjects,contents and mode,has not only promoted the construction of learning party,but also played an important role in governance that it pave the way for better country governance,strategy planning and policy regulation.Therefore,group study of political bereau of the CPC Central Committee is a way of and process for political elites to decide governance issues and policy agenda,so as to put forward thinkings of state governance.At the same time,it effectively promoted the modernization process of national governance.
