生态建设理念在区域建设用海规划中的实践探讨——以横琴南部滨海新城区域建设用海规划为例

摘　　要：在全面推进生态文明建设和实现美丽海洋的愿景下,融入生态建设理念是区域建设用海制度成功施行的关键。在分析区域建设用海制度沿革和生态建设理念提出背景的基础上,以国家严控该项审批制度以来首个获批的代表性区域建设用海规划为例,阐述生态建设理念在区域建设用海规划实践中的思考和应用。生态建设理念在区域建设用海规划中重点体现在四个方面:(1)岸线规划充分体现"生活"和"生态"的人居环境,实现岸线的生态化和绿植化;(2)"低冲击发展理念"需贯穿于整个规划布局,贯彻海绵城市的发展理念;(3)建立水循环、垃圾循环、低能耗发展的低碳循环发展模式;(4)构建"绿脉"和"蓝脉"生态廊道,提升规划区景观效果的同时营造多样化的水生和陆生生境。With the nationwide promotion of eco-civilization and the vision of construction of ＂BEAUTIFUL OCEAN＂ in the near future, it has been curial to integrate the ecological principles to the implementation of the regional planning of sea area use for construction （RPSARC）. Based on the analysis of historical RPSARC policy and the background of ecological construction initiation, taking seaside new town in the south to Hengqin island as a case study, which was also one of the first approved plans after the strict restriction on the reclaimation, this study investigates the potential incorporation of the conception of ecological construction into the practice of RPSARC. They are mainly embodied in the following four aspects, （1） coastline planning highlights the characteristics for life and ecology, achieving the goals of ecological and green coast, （2） low impact development theory has been incorporated throughout the all layout, and sponge city concept has been also taken into consideration during this planning, （3） low-carban and recycling model are promoted, demonstrated in water reusing, garbage recycling and low energy consumption system, （4） green and blue ecological corridor need to be established, striving to enhance the landscape view and creat multiple aquatic and terrestrial habitats.
