摘　　要：以广州市南沙自贸区金融立法的实证研究为基础,可知目前政府千篇一律的立法协商机制已经不能适应我国"一带一路"新背景下的特殊区域国际化发展需求,《立法法》与特区条例之间的灰色地带难以衔接,特区经济的创新立法趋于停滞并远远滞后于特区的实践发展。为了解决此种立法困境,未来立法协商必须实现公法上之"区域立法机制创新",结合交叉学科RIS区域创新体系理论精髓,实现我国特殊区域之民主立法、科学立法、创新立法与智慧立法。Guangzhou, the Based on the empirical research on the financial legislation of Nansha Free Trade Area in legislative consultation mechanism of the current government can not meet the international development needs of the special area under the new background of China＇s Law＂ The gray areas between the regulations are difficult to converge, and the ＂one way＂ . In order to solve the dilemma of this kind of legislation, legislative mechanism＂ in public the future legislative consultation must realize the ＂innovation of regional law, combine the essence of the theory of cross - disciplinary RIS regional innovation system, realize the democratic legislation, scientific legislation, innovation legislation and wisdom legislation of our country＇s pecial area.
