摘　　要：宁夏国土资源开发利用保护喜中有忧。国土资源为实现宁夏第十二次党代会目标提供支撑与保障的着力点和努力方向:一是聚焦创新驱动战略,重点推进"四个创新";二是聚焦脱贫富民战略,聚智施力"三大扶贫";三是聚焦生态立区战略,着力做好"三项工作"。The Bureau of Land and Resource of Ningxia has both good and bad news in land resource development and protection. To achieve the goals of the twelfth Party Congress in Ningxia,the bureau decides to focus on the following three aspects to provide support： first,to focus on innovation-driven strategy,prioritizing to promote the innovations in governance,development,reform and construction; the second is to focus on poverty alleviation and enrichment strategy,calls for the wisdom of people to implement the poverty alleviation strategies;the third is to emphasize on the ecological strategy edges to regional development,and to and to accomplish the three types of work.
