浅析美欧日韩提升检索质量的最新举措及对我国的启示

摘　　要：本文介绍了美国、欧洲、日本、韩国各专利局在提高专利检索质量和效率方面的最新举措,其中欧美专利局启用新的检索数据库,美国专利商标局启用了新的专利数据可视化平台Patents View,欧洲专利局增加了技术标准数据库;日本特许厅增加了对外包的检索机构的检索结果进行评价反馈的机制;韩国特许厅创建了标准化申请人名称数据库等。本文分析了美欧日韩四局的做法和经验,为提升我国专利审查的检索质量和效率提出了建议。This article introduced latest measures for improving the quality and efficiency of patent search by the Patent Offices of the United States, Europe, Japan and Korea. The new search data base is brought online by the Patent Offices of the United States and Europe. The new patent data visualization platform named Patents View is to be used by the Patent and Trademark Office of the United States. The technical standard database is to be used by the Patent Office of Europe. The result is searched by the outsourcing agencies, and the mechanism of evaluation and feedback is established by the Patent Office of Japan. The database of the standardized name of applicant and others were established by the Patent Office of Korea. This article analyzes the practices and experiences of the said patent offices, so as to improve the search quality and efficiency of Chinese patent examination.
