摘　　要：文章采用典型调查和分层随机抽样的方法,针对三峡库区生态恢复工程的实施情况和工程对农户生计影响等内容,对湖北省生态屏障区内的秭归和巴东2县5镇12村359户农户开展了问卷调查,从生态林管护、生态林转经济林、抛荒地造林、生态产业发展缺乏配套政策、生态政策执行面临的财政管理问题等方面进行了梳理,并从生态保护与修复、森林管护制度、生态产业配套政策、经济林产业发展措施、解决抛荒地造林问题等方面提出政策建议。Adopting the method of typical investigation and stratified random sampling, for the implementation of ecological restoration project and engineering effect on peasant household livelihoods, etc, a field investigation in- volving 5 towns, 12 villages and 359 households was conducted in the ecological barrier areas in Hubei Zigui Coun- ty and Badong County. Through analyzing problems from management and protection of the ecological forest, turning ecological forest to economic forest, abandoned land afforestation, ecological industry development lack of supporting policies, and the financial management of ecological policy implementation, this paper put forward some policy suggestions from ecological protection and restoration, forest management and protection system, ecological industry supporting policy, economic forest industry development measures and solving the problem of afforestation in abandoned land etc.
