大事件视角下城市更新的社会绩效评价--基于重庆主城更新后原住民的实证调查

摘　　要：2008年以来,受到全球经济危机的影响冲击,各地政府开始了大规模城市更新计划,它本身反映了作为大事件背景下应对全球经济变化的应急反应。就大事件的视角,研究更多强调其在城市物质环境改善、竞争力提升等方面的正面效果,往往忽视了城市更新带来的负面社会绩效。以重庆主城为案例,对全球经济危机下的大规模更新所带来的社会影响进行了实证,对更新后原住民日常生活、就业和通勤情况进行了问卷调查和访谈,以验证大事件导向下城市更新负面效应的假设。研究表明,原住民的生活、就业及通勤均受到了显著的负面影响,具体表现为生活成本上升、就业机会减少以及通勤成本增加等。最后,对大事件导向的更新方式进行了思考,认为其作为一种城市营销活动符合地方企业化特征,但其短期经济回报和长期社会绩效损害,要求其更加关注社会利益,强调内生性、多重目标的解决方案。Since 2008, local governments began a large-scale urban redevelopment which as a major event in response to the emergency response of the global economic crisis. From the perspective of major events, many studies emphasizes the positive effects of the environmental improvement and competitiveness coursed by those events in the urban areas. However, they often ignores the negative social performance of urban redevelopment. This paper, using Chongqing as a case city, studies the impact of social performance under the background of large scale urban redevelopment. The results shows that the aboriginal life, employment and commuting got negatively affected in the large change. Finally, this article points out that big large-scale urban redevelopment under major events shows the characteristics of local enterprises. They use marketing activities to promote local economy rising, meanwhile they ignore the long-term social performance damage. Therefore, the paper puts forward the need to change the path of urban（re）development, to seek more inclusive and endogenous development paths of the cities
