摘  要:在溢油应急事故处置初始阶段,目前国内外尚没有科学的计算依据用于指导溢油应急物资的配备,针对该问题,提出了河流溢油应急物资配备的计算模型。基于围油栏布放形式,提出了布放形式等效模型,确定了围油栏及吸油拖栏配备计算模型;根据拦截点个数确定了收油机配备计算模型;考虑吸油毡在河面的铺设面积、铺设速度、回收速度等因素,提出了吸油毡配备计算模型。以某管段管道的溢油事故为例,比较模型计算结果与现行标准规定比较可知,现行标准对围油栏的配备数量较为合理。该计算模型对于更加科学合理地指导溢油应急物资的配备具有现实意义。At present, there is no scientific computation basis at home and abroad for the rational allocation of oil spill emergency materials and equipments at the initial stage of oil spill disposal. In this paper, a calculation model for emergency material aUocation in the case of oil spill in fiver was developed to deal with this situation. Firstly, based on the arrangement patterns of oil boom, their equivalent models were proposed, and the calculation models for the allocation of oil boom and suction drag bar were determined. Secondly, the calculation model for the allocation of skimmer was determined according to the number of interception points. Thirdly, the calculation model for the allocation of sorbent felt was proposed after its laying area, laying velocity, recovery velocity and other factors on the surface of the fiver were analyzed. And finally, the oil spill accident in a certain section of pipeline was taken as an example to compare the calculation result of the models with the current standard. It is shown that the allocation quantity of oil boom stipulated in the current standard is reasonable. This calculation model is of practical significance to the rational allocation of oil spill emergency materials.
