加强标准引领,倒逼产业升级,打造行业“三品”——以纺织器材行业为例

摘　　要：为了保障我国纺织器材行业持续健康发展,分析现行纺织器材技术标准体系现状,阐述标准对行业的引领作用,说明:标准制定不能迁就落后技术,应以提升技术水平为第一要素;标准化工作人员应在学习、开展标准调研的基础上,举行业之力,实现多层级标准协调配套,为产业链升级奠定技术基础。指出:标准体系具有动态的、持续改进的特点,应始终紧贴行业、引领行业、支撑产业技术升级;标准化工作需要加强顶层设计,完善人才储备,树立服务理念,提高在国际标准化领域的话语权,加大监督力度,转化工作模式,快步走出去,持续引进来,打造我国纺织器材行业和标准化工作的"三品"。To keep a healthy development of China＇s textile accessories industry,analysis is done to the current status of the technical standard system of textile accessories as the leading role in guiding the industry. It states that the textile standards does not accommodate itself to back- ward technology,instead,it aims to promote the technical level of textile accessories. The stand- ardization staff should be based on learning and investigation of the standard to bring it into full play in the industry for the realization of multi-level standards coordination, consequently laying a foundation for the upgrading of the industrial chain.It is pointed out that the standard system is characterized as dynamic and non-stop revision will always be close to the industry develop- ment, lead the industry, and support industry upgrading. Textile standardization calls for top- layer design,improvment of the talent reserves,establishment of the concept of service,aiming to increase the voice of the China textile standard internationally, strengthening supervision, changing work mode,quick globlization with continuous open policy,making VQT for China＇s textile accessories industry and the standardization.
