摘 要:目的 :分析"5+3+1"工程完成后2012—2015年上海市卫生资源配置公平性,提出相应政策建议。方法:根据《上海市统计年鉴》中卫生资源配置的5项指标(卫生机构、床位、卫生技术人员、医生、护士),利用基尼系数、洛伦兹曲线按人口、地理分布分析2012—2015年卫生资源配置公平性。结果 :2012—2015年上海市卫生资源配置按人口/地理分布的基尼系数存在一定波动;卫生资源按人口分布的公平性优于按地理分布;卫生机构配置的公平性优于医务人员配置。结论:资源布局调整政策仍需常抓不懈,在人口由中心区向郊区流动的现状下,应持续加大郊区卫生资源配置的扶持力度,尤其要建立好的机制引导医务人员去郊区执业。Objective: To evaluate the equity of health resource allocation in Shanghai after the adjustment of resource distribution, so as to put forward relevant policy suggestions. Methods: According to the five indicators( health institutions, beds, health technicians, doctors, nurses ) of health resource allocation in Shanghai Statistical Yearbook, Gini coefficient and Lorenz curve were used to analyze the equity of health resource allocation according to population and geographical distribution from 2012 to 2015. Results: During 2012-2015, Gini coefficient by population/region distribution fluctuated in Shanghai. The equity of health resource allocation performed better in terms of population distribution than geographical distribution. The equity of health institutions allocation was better than that of medical staff allocation. Conclusion : It is suggested that the government continue to implement the policy of resource distribution adjustment. Under the current situatiola of population's flow from the central area to the suburbs, it is proposed that the government establish a good mechanism to guide the medical staff to the suburbs, and continue to support health resource allocation in the suburbs.
