摘　　要：规范、合理、高效地完成各类物资、服务和工程项目的采购工作是疾病预防控制部门履行疾病防控职能的重要基础。其中非政府采购项目因缺少相应的法规规定,在供应商管理、信息公开、过程控制等方面都存在一定困难,也暗藏了潜在的廉政风险。文章结合上海市疾病预防控制中心在非政府采购领域的实践经验,从完善制度建设、强化供应商管理、优化采购流程等方面出发,对规范非政府采购工作提出了一系列对策,以加强和优化非政府采购管理,更好地服务于业务发展和内控管理。Normative, reasonable and efficient purchase of various materials, services and engineering projects is the foundation of how the center for disease control and prevention perform its functions. Difficulties exist in supplier management, information disclosure and procedure control due to the lack of operation regulations in non-governmental procurement, which may lead to potential risks of corruption. Based on the practical experience of Shanghai Municipal Center for Disease Control and Prevention in non-governmental procurement, this article raised a series of strategies from the aspects of system improvement, supplier management and procedure optimization, to normalize non-governmental procurement and to serve better for organization development and internal control.
