浅析农村集体资产股份化改革

摘　　要：党的十八届三中全会决定提出"赋予农民对集体资产股份占有、收益、有偿退出及抵押、担保、继承权"。改革开放以来,随着市场经济的快速发展,尤其是我国发达地区农村集体资产在不断壮大,农村集体资产股份化改革使农村集体资产的发展注入了新的活力,有效的缓解了旧的模式下农村集体资产产权不清、管理混乱和集体组织成员权利得不到保障等的问题,因此农村集体资产股份化改革是适应我国经济发展的必由之路。本文先研究了农村集体资产股份化改革原因,再分析了农村集体资产股份化改革过程中出现的问题,进而从明晰产权、加快立法、改善管理制度、引入专业服务机构、优化股权设置等方面提出推动农村集体资产股份合作制改革的对策建议。The Third Plenary Session of the 18 th Central Committee of the Communist Party of China decided to ＂give farmers the right to take possession,income,payment,and mortgage,guarantee and inheritance of collective assets＂.Since China＇s reform and opening up,with the rapid development of market economy,especially in the developed areas in China,rural collective assets is growing,demutualization reform of the rural collective assets has injected new vitality to the development of the rural collective assets,effectively alleviate some problems under the old mode,such as not clear of rural collective property right,management confusion and no protection of members of the collective rights,so the demutualisation reform of the rural collective assets is the only way to adapt to the economic development of our country.This paper studies the reason of the demutualisation reform of the rural collective assets first,then analyzes the problems appeared in the process of demutualisation reform of the rural collective assets,from clearing property rights,speeding up the legislation,improving the management system,introducing the professional services firm,optimizing the shareholding setup and other aspects to put forward countermeasures and suggestions on promoting the demutualisation reform of rural collective assets.
