摘　　要：国家发改委、国家能源局、国务院国资委、国家质检总局、国家安监总局等五部委2016年10月18日联合印发的《关于贯彻落实国务院安委会工作要求全面推行油气输送管道完整性管理的通知》(发改能源[2016]2197号),明确了企业实施管道完整性管理的要求,倒逼各管道企业开展完整性管理工作。分析了完整性管理实施的落地问题,提出了加快我国技术法规体系的建立等一些具有针对性的建议。＂Circular on the Implementation of the Requirements of the State Council Safety Commission for the Overall Implementation of the Integrity Management of Oil and Gas Pipelines＂（NDRC Energy No.2197（2016） document） jointly issued by National Development and Reform Commission, National Energy Administration, SASAC, National Bureau of Quality Inspection and State Administration of work safety in October 2016,18, expounds the requirements for enterprise implementing pipeline integrity management, it forces pipeline companies to carry out the integrity management of pipeline. The key points to the implementation of pipeline integrity management are analyzed, and some concrete suggestions on speeding up the establishment of technical regulations in China are put forward.
