区域视角下雨洪弹性提升的海绵城市规划策略

摘　　要："弹性"对国际范围内区域空间的发展与规划起着深远的影响。但国内对区域弹性的研究与实践尚少。在理解区域弹性和雨洪弹性概念的基础上,提出作为"软性区位因子"的区域雨洪弹性是提升区域弹性的关键要素。本文通过聚焦宏观区域层面的海绵城市规划方法,以增强区域雨洪弹性,并由此提出三点策略——"大海绵"规划与区域规划对接、通过情景规划实现海绵城市弹性、跨尺度海绵措施弹性组合优化,以期通过海绵城市建设来提升区域雨洪弹性。＂Elasticity＂ has a profound impact on the development and planning of regional space in the international scope. But the domestic research and practice of regional elasticity is still not enough. On the basis of understanding the concept of regional elasticity and flood elasticity, it is suggested that the regional flood elasticity as a ＂soft location factor＂ is a key element to enhance the elasticity of the region, focusing on the macroscopic regional level sponge city planning method to enhance the regional flood elasticity. The paper puts forward three strategies： linking ＂big sponge＂ planning and regional planning, applying the scenario planning to achieve sponge city elasticity, realizing flexible combination optimization by cross-scale sponge measures. It is aimed to enhance the regional flood elasticity by promoting the sponge city construction.
