摘　　要：为了扭转当前不合理的医疗资源配置格局、有效盘活存量、提高医疗资源配置使用效率,分级诊疗制度逐渐地走上了新医改的舞台。但是,当前国家配套政策的不完善、各级医疗机构不配合、居民就医习惯不理性等因素严重阻碍了分级诊疗体系的健康运行,"看病难,看病贵"问题仍然没有得到有效缓解。该文以ROCCIPI技术为分析框架,全面、系统、科学的识别分级诊疗体系运行中存在的问题并提出改进策略,希望为分级诊疗实践提供参考。In order to change the problems of current irrational medical resource allocation layout, effectively liquidize remnant assets and improve the medical resource allocation use efficacy, the grading diagnosis and treatment system gradually enters into the new platform of medical reform, however, the problems of imperfect national supporting pol icies , lack of cooperation with various levels of medical institutions and irrational medical treatment behavior habits of residents seriously hinder the healthy operation of grading diagnosis and treatment system, and the problem of ＂being difficult and expensive to see a doctor＂ is not effectively relieved, and the paper comprehensively, systematically and scientifically identify the issues in the diagnosis and treatment system and puts forwards the improvement strategies based on the ROCCIPI technology hoping to provide reference for the grading diagnosis and treatment practice.
