摘　　要：作为一个系统,控制一般可分为前馈控制、过程控制、反馈控制,其中,前馈控制的实施是以进行多方面的科学预测作为前提的。前馈控制对医疗保健服务质量管理的重要作用主要表现在:(1)树立医疗保健服务质量前馈控制的管理理念;(2)制订系统全面的医疗保健服务质量考核体系;(3)构建医疗保健服务"应急"机制;(4)全面提升医疗保健服务质量。As a system, control usually can be divided into feedforward control, course control and feedback control. Feedforward control is carried out in the premise of scientific prediction with kinds of aspects. The feedforward control to the management of medical and healthcare service quality functions mainly in the following four aspects ： firstly, establishing the feedforward control idea of medical and healthcare service quality, secondly, formulating assessment standard of scientific and comprehensive medical and healthcare service quality, thirdly, setting up the mechanism of meeting an urgent need of medical and healthcare service; and lastly, promoting medical and healthcare service quality completely.
