摘　　要：针对特殊作业的高危复杂、事故多发性特点,以国内某铜冶炼企业为例,通过系统化的风险辨识,建立风险数据库,开发作业许可管理信息系统,并根据企业实际需求提出特殊作业安全风险管控建议。通过系统的实施,能够使作业许可管理系统化、规范化,减少事故的发生,最终提升特殊作业安全管理水平。According to the characteristics of complex special operation risk, accident prone and so on, regarding one copper smelting enterprise in China as the case, the risk database is set up based on comprehensive risk source identification, to develop the operation license management information system and put forward special safety risk management and control suggestions. The implementation can make the operation license management systematic and standardized, lessen accidents and finally to improve special operation safety management level.
