坚持人民主体地位:以人民为中心就业保障体系建构的基础

摘　　要：人民群众作为先进生产力与社会发展的创造主体,坚持人民主体地位原则,是实现社会与经济发展的根本所在。建构适应于人生存与发展要求的就业保障体系,有利于更好地保障人的就业权利和增强人生存发展的物质基础,这是以人民为中心发展思想的内在要求。落实以人民为中心发展思想的重要方面是实现人的充分就业权,这需要坚持以人民为主体地位和把握好人民主体地位的内涵来完善就业保障体系。过度依赖市场竞争的方式就业、过度强调就业率和虚假就业问题的存在体现的不是以人民为中心发展经济的应有之义,是偏离以人民为中心发展思想的。坚持人民主体的就业保障体系应该以坚持以人民为中心发展思想为指导、政府职能和市场机制统筹兼顾、完善就业保障和评价体系并实现劳动力耗费补偿。People, as the subject of advanced productive forces and social development, is the root of social and economic development. To construct the employment security system for human survival and development, is conductive to better protect the rights of people and strengthen the material basis, it is the inherent requirement of the people as the center development thought. To carry out the development thought for people-centered, we have to realize people＇s right to full employment, and adhere to the people as the main body status and grasp the connotation of the people＇s subject status. Relying too much on market competition, excessive emphasis on employment and the existence of false employment are not the content of people- centered. We should adhere to the people- centered development thought as the instruction, the functions of the government and the market mechanism integration, and improve the employment guarantee of making and evaluation system and realize the Labor cost compensation.
