摘　　要："三农"问题在我国工业化、城镇化加速推进过程中再一次显现出来,当前需要破解"三农"发展的现代性、公平性问题。现阶段"三农"发展面临的新形势和新挑战,迫切需要创新理念和思路,寻求新的发展动力机制。鉴于此背景,习近平提出向创新要活力、要动力、要效益,在指导"三农"发展时将创新摆在突出位置,通过制度创新和政策创设,建立起"三农"发展的制度环境和内生机制,推动农业现代化、激发农村活力和促进农民增收,是习近平创新驱动"三农"发展思想的主要内容,回答了新的历史条件下"三农"发展的动力问题。习近平提出的创新驱动"三农"思想,抓住了当前"三农"发展的根本和关键,不仅丰富了中国共产党的"三农"理论,也对指导当前的"三农"发展提供了实践路径。The problem of ＂three agriculture＂ appears again in the process of the industrialization and urbanization accel- eration in China, it is necessary to solve the modernity and fairness problem in the development of ＂three agriculture＂. The new situation and new challenges of the development of ＂three agriculture＂ need innovative ideas and new impetus mechanism. In view of this background, General Secretary Xi Jinping proposed that innovatiowneeds vitality, motivation and benefit, put innovation in a prominent position in guiding the development of ＂three agriculture＂. Through system innovation and policy initiatives, we should build the system and the endogenous mechanism for the development of the ＂three agriculture＂ environment. To promote agricultural modernization, activate the rural area, and increase the farm- ers＇ income is the main content of Xi Jinping＇ s innovation-driven development strategy of ＂three agriculture＂, which an- swers the dynamic problem of the development of ＂three agricuhure＂ under the new historical conditions. Xi Jinping＇ s innovation-driven development strategy of ＂three agriculture＂ thought grasps the basic and key of the ＂three agricul- ture＂, it not only enriches the theory of ＂three agriculture＂ of the Communist Party of China, but also provides the prac- tical path for guiding the development of ＂three agriculture＂.
