摘　　要：在全球化网络化的社会环境下，微恐怖活动大量滋生，互联网应用改变了微恐怖主义的活动形态，互联时代的微恐怖主义具有国际延展性和灵活的组织性，成为当前恐怖活动的新战略和新组织形态。在互联形态微恐怖活动的犯罪场中，互联网环境对其形成发展起关键作用，潜在恐怖活动人员中的重点人物是微恐怖活动的“头脑”和“指挥棒”，被害人和反恐力量发挥反制作用。要有效遏制互联形态的微恐怖活动，应当在对网络环境综合治理的基础上．对关键环节、重点对象、重点人物采取有力措施，并通过对《反恐怖主义法》和《刑法修正案（九）》相关条款的评析，完善防控互联形态微恐怖活动的法律体系。In a social environment of globalization and networked, the small-scale terrorist activities occur in great quantifies, Internet application has changed the activities＇ form of small-scale terrorism, small-scale terrorism in the age of the Internet has international ductility and flexible organization ability and has already become one of the new strategy and new organization form of terrorist activities. In the crime field of smallscale terrorism in the Internet era, the Internet environment plays a key role in its development, and the key figures of potential terrorist activities personnel are the ＂mind＂ and ＂baton＂ in the small-scale terrorism,the victims and anti-terrorism forces play roles of counter. In order to curb small-scale terrorist activities effectively, we should take effective measures of its key links, key objects and key figures on the base of comprehensive management of the network environment. At the same time, we also should improve the legal system of prevention and control the small-scale terrorist activities in the Internet era through the analysis by related provisions of the Anti-Terrorism Law and the 9th Amendment of the Penal Code.
