摘　　要：本文对供给侧结构性改革涉及的四个基本问题进行了梳理和分析。在国际国内形势深刻复杂变化的背景下,不能离开外部环境变化来谈内部改革,而需要"塑环境"和"练内功"平衡联动;不能离开需求侧的结构调整来谈供给侧结构性改革,而需要供给侧改革和需求侧改革配合发力;不能离开社会结构来谈经济结构的转型升级,而需要经济结构调整与社会结构调整协同推进;不能离开政府有效监管来谈市场化改革,而需要政府和市场各司其职、发挥合力。The paper summarizes and analyzes four basic questions on China＇s supply-side structural reform. To deal with complex changes of situation from home and abroad, it is not realistic to advance domestic reform without adapting to the global changes, but rather requires to keep balance between shaping external environment and accumulating internal strength; it is not reasonable to speed up the supply-side structural reform without the adjustment of the demand side, but rather needs the coordination between adjustments of supply side and adjustments of demand side; it is not sustainable to upgrade economic structure without the upgrade of social structure, but rather requires the harmonious rhythm between upgrade of economic structure and that of social structure; it is not wise to say marketization reform without pursuing an effective governmental regulation system, but rather requires each performs its own functions and exerting joint strength.
