摘　　要：将健康、安全、环境(Health、Safety、Environment)管理理念引入医院管理领域,阐述了某大型三甲医院基于医护人员的HSE风险管理实践,分析了其存在的问题,并提出了基于医护人员的医院HSE风险管理优化建议:做好HSE风险管理顶层设计,建立医院HSE风险管理支持系统,强化对HSE风险的识别与评估,建立多重预防型或响应型安全栅,加强监督等。The concept of health, safety and environment management was introduced into the field of hospital management. The HSE risk management practice based on medical staff in a large-scale Three-A hospital was presented, and the four problems were analyzed. The HSE risk management optimization recommendations were proposed： development of the top design of the HSE risk management; the establishment of hospital HSE risk management support system ; the strengthening of the HSE risk identification and assessment ; the establishment of multiple preventive or re- sponsive safety barrier; the intensifying of supervision.
