摘 要:针对港、深、广三地国际航运中心建设和发展问题,基于协调博弈模型分析了三地细分航运产业选择对城市和产业总收益的影响,结果表明:纳什均衡下,每一细分航运产业都会被一个或多个城市选择,同时所有城市都会选择一种或多种细分航运产业;若任一城市额外增加任一细分航运产业,将损害航运产业和城市总收益;但纳什均衡条件下各城市的细分航运产业选择并非最优解,产业协作有助于提升整体效益,无论从区域角度还是航运产业角度,采取细分航运产业错位合作策略对总收益呈正效应态势.港、深、广在发展和建设国际航运中心过程中要实现多方"共赢",应在战略上重视区域协作、战术上选择合适的产业发展策略.In order to clarify the mechanism of competition and cooperation on the issue of construction and development of the International Shipping Center among Hong Kong, Shenzhen and Guangzhou, the paper analyses the influence of the subdivision shipping industry selection of the three cities' on the total revenue based on coordination game model. The results show that: under the condition of Nash Equilibrium, any segment of shipping industry will be selected by one or more cities, and all cities will chose one or more segments of the shipping industry. If any city increased chose anymore segment shipping industry, the chosen shipping industry's interests and the whole shipping industry's interests will be damaged. However, the shipping industry selection of each city is not the optimal solution under Nash equilibrium. Industrial cooperation helps to improve the overall efficiency, regardless of regional perspective or shipping industry perspective. In order to achieve a "win-win" situation, Hong Kong, Shenzhen and Guangzhou need to cooperate more in selecting the right development strategy.
