四川省水利水电工程移民养老保障与社会养老保险并轨初探

摘　　要：养老保障安置是四川省为缓解移民安置压力创新的一种水利水电工程移民安置方式。其经过近10年的运行和实践,已逐渐显露其弊端和不足。在不同行业征地和安置政策的逐步融合与衔接已成为一种发展趋势的大背景下,在分析现行水电移民养老保障政策和其他行业被征地农民社会保障政策的基础上,提出将水电移民养老保障政策与社会养老保险政策进行有机衔接,建立水电移民养老保险安置政策,纳入社会保障体系,并分析其利弊,为下一步两项政策的逐步并轨提供理论支撑。Resettlement endowment security is an innovative way for alleviating the resettlement pressure of water conservancy and hydropower project development in Sichuan Province in past ten years, but this resettlement mode has gradually revealed its malpractice and deficiencies at present. Under the background of the gradual integration and convergence of land acquisition and resettlement policies in different industries, current hydropower resettlement endowment security policy and other social security policies for land expropriated farmers are analyzed, and it is suggested that the hydropower resettlement endowment security policy and social endowment insurance policy should be linked up and the hydropower resettlement endowment insurance system should be established and integrated into social security system. The pros and cons of hydropower resettlement endowment insurance system are analyzed. This study will provide theoretical support for the gradual integration of two endowment systems.
