四川省统筹城乡医疗保障制度路径研究

摘　　要：四川省城乡二元化的医疗保障制度存在着管理体制分割、城乡居民大量重复参保以及参保人难以实现自由流动等问题。从2006年起四川省开始在部分城市进行统筹城乡居民医疗保险保险制度试点,用"一制多档"形式整合城乡居民基本医疗保险,产生了示范效应。医保制度的发展终将从二元化向一元化转化,因此四川的医疗保险制度应参照各示范市,逐步对各医疗保险进行整合,形成覆盖整个地区各类人群的统一医疗保险制度。The dual design of medical security system for urban and rural residents in Sichuan province has caused separation of administrative system, duplicative insurance of residents and difficulty in the flow of the insured. Since 2006, Sichuan has made experiments of overall urban and rural development of medical security system in several cities, with the form of ＂different grades in a system＂, which has made demonstration effect. The medical security system will change from the dual design to a unified form. Therefore, the medical security system in Sichuan province should learn from the experimental cities, unify different medical insurance, and get an overall medical insurance system which covers all kinds of people.
