农业“两个飞跃”应创建集体权益与成员权益统一的实现形式

摘　　要：集体经济中统一经营与家庭经营演变所经历的三个阶段显示,集体的发展和权益保障是农民权益保障的基础,两方面的权益不应当也不可能单方面实现,两方面的权益保障也不可偏废,应探索创建能够使两方面权益统一的有效实现形式。对于农民权益的保障,应当转换思路,由单一的权益保障转向把保障权益与促进发展统一起来,可通过对集体经济组织实施股份合作制改造来实现这一目标。推进农村集体经济组织的股份合作制改革,既要破解成员资格确认难题和构建发展统一经营激励机制,还应明确法人地位、创新政策支持、构建党领导下的"三驾马车"乡村治理结构。The three stages of collective economy fromunited management to household running indicate that collective development and guarantee of collective rights and interests are the basis for ensuringpeasants' rights and interests. Neither should or could be achieved unilaterally, while rights and interests of either side should not be dropped. Thus, weshould work out effective approaches to the unification of rights and interests of both sides. To ensure peasants' rights and interests, we shall jump outof box and shift attention from sole guarantee to the unification of rights-interests guarantee and development promotion by launching a share cooperationreform of collective economic organizations. To propel the reform, we shall work out membership verification, construct incentive mechanisms for unifieddevelopment, validate legal person status, innovate policy support, and establish rural governance structure of'three driving forces'under the CPC'sleadership.
