摘　　要：新型城镇化是以人为中心的城镇化,尊重居民意愿的职业自选择有利于新型城镇化建设中相对稳定的人力资源的获得,具有经济与社会两个方面的价值。政府部门需要正视过去在人口迁移中存在的问题,顺应职业自选择树立边界思维、动态思维与联动思维。通过农业补贴制度、住房制度、土地制度与社会保障制度的安排来服务职业自选择。建设覆盖所有居民的全信息数据库、完善而畅通的民意处理系统与规范而成熟的社会支持力量支撑职业自选择。最终为新型城镇化建设奠定坚实的基础。The new urbanizations based on human. The professional self-selection of respecting residents'intention is beneficial to the acquisition of relatively stable human resources in the construction of new urbanization,and both has the value of economic and social aspects.Government departments need to face up to the problems existing in the migration,and set up boundary thinking,dynamic thinking and linkage thinking to conform to career choice. Through the agricultural subsidy system,the housing system,the land system and the social security system arrangem ent to serve the career choice. The construction of a full inform ation database,a perfect and unim peded public opinion processing system and a m ature social support system to support professional self-selection.Finally,it provides relatively stable human resources for the construction of new urbanization.
