摘　　要：以待业青年为主的就业安置问题有着深厚的历史背景。在改革开放初期,成为必须解决的重大社会问题。在解决这一问题的过程中,中央政策被不断调整,逐步走向改革。北京市积极贯彻中央精神,从调查研究入手,逐步理顺生产关系,释放社会活力,推动多种经济形式并存、发展,促使劳动就业观念和制度开始转变,较为稳妥地解决了城市待业青年的安置就业问题。同时,还调整、优化了就业结构和产业结构。The issue of employment and arrangement,mainly for the youth waiting for employment,had profound historical background and become a major social problem that must be solved in the early of the reform and opening-up.In the process of solving this issue,the policies of the Central were constantly got breakthroughs and developed to reform step by step.Beijing municipality actively carried out the spirit of the Central and gradually straightened out production relationships,released the social vitality,promoted the coexistence and development of various economic forms from the study,made the idea of employment and the system changed and settled the employment problem for the youth waiting for employment with a more reliable way.At the same time,it also adjusted and optimized the employment structure and industrial structure.
