深入开展水外交合作的思考与对策

摘　　要：分析了我国水外交工作的形势与需求,借鉴国外水外交的经验,提出了我国开展水外交工作的总体思路和重点内容,以及推进水外交战略的对策,包括将水外交上升到国家层面进行统筹谋划、全面加强水外交平台建设、进一步强化水外交人才培养、进一步加大水外交资金投入、大力推进水利标准国际化、不断提高水外交宣传和信息服务水平等,以期为国家和部门决策提供参考。With analysis on situation and requirements to foreign affair management in China and experiences of other countries, the paper presents thoughts and main contents of work related to foreign affair management as well as proposal for strategic solutions, such as incorporating foreign affair management into integrated planning at national level, strengthening platform for water diplomacy and capacity building, boosting financial input, bringing water-related rules and standards more in line with international standards, and enhance the levels of public education and information services, with the aim of serving for government departments in decision making.
