江淮分水岭地区农业治理中的几个突出问题研究——基于滁州市岭区的考察

摘　　要：安徽省江淮分水岭地区经过近20年的综合治理,取得巨大成绩,但也存在一些突出问题,如缺少系统的主体功能区规划、岭区农业灌溉设施不完善、缺乏高端农业品种和完整的产业链、岭区空心村现象严重、农业发展资金不足等。分水岭地区政府需要根据农业特点,以生态文明建设的视角,完善以下措施:构建乡镇发展规划体系;建设农业灌溉系统;打造农业高端品种和完整产业链;鼓励农民返乡创业,加强农业技术培训;加大对生态农业的投资。After a comprehensive management for nearly 20 years, the watershed region between the Yangtze River and Huaihe River in Anhui Province has made great achievements, but are still faced with many outstanding issues, for instance, lack of systematic planning for main functional area, imperfection of agricultural irrigation facilities, short of high-end agricultural products, incompleteness of industrial chain, increase of hollow villages and deficiency of agricultural development fund. Therefore, governments in the region need to adopt the perspective of ecological civilization construction according to the characteristics of local agriculture, and perfect the following measures： establishing development and planning system for villages and towns, building agricultural irrigation system, developing high-end agricultural products, perfecting industrial chain, encouraging peasants to return to hometown to start business, strengthening agricultural technical training and increasing investment in eco-agricuhure.
