摘　　要：本文首先论述了全面小康与总体小康的差异;其次论述了全面建成小康社会决胜阶段农村发展面临的突出问题;第三,从建立现代农业、培育职业农民、壮大集体经济、盘活土地资产、完善基础设施和公共服务、健全治理体系、构筑生态屏障和调整政府职能八个方面进行了对策研究。This article firstly discusses the differences between an all-round well-off society and an overall well-ott society. Secondly, it elaborates five remarkable problems of rural development in the decisive stage of building an all-round well-off society. Thirdly, it discusses the ways to deal with the problems from eight aspects, namely, establishing modem agriculture, cultivating occupational farmers, strengthening the collective economy, making land assets inventory, improving infrastructure and public services provision, improving the governance system, building ecological barriers and adjusting government functions.
