摘　　要：采用文本分词方法和政策工具分析,对2016年两份关于高校、国立科研机构科技成果转移转化的部委政策文本进行量化分析。主要发现包括:科技成果转移转化这一概念获得了更为丰富的发展;政策体现出以人为本;让科研人员名利双收;需求面政策工具单一。提出加强需求面政策工具等政策建议。Using the textual analysis and policy instruments analysis methods,this paper conducts a research on Technological Transfer Policies＇ texts.The results of this research are that the concept of Technological Transfer has been extended;The policies allow scientists or technicians to get more benefits;Demand-side policy instruments are single.Finally,the policy implications are offered in the paper.
