摘　　要：采用文献资料法和专家访谈法,对德国体育俱乐部志愿者体系进行研究。德国体育俱乐部有强大、专业、稳定的志愿者团队,这是德国大众体育稳定、可持续发展的重要原因之一。体育俱乐部为志愿者提供科学、系统的培训体系,实施人性化和高效率的管理体制;社会对志愿行为高度认同;政府为体育俱乐部的非盈利性活动实施免税措施;相关体育协会在保障志愿者权益方面,为所有俱乐部志愿者购买意外险和责任险。这些显性和隐性的宏观和微观措施保障了德国体育俱乐部志愿者队伍专业、健康地可持续发展。中国在发展志愿者体系时,无论政府部门还是民间组织,均可以借鉴德国严谨、科学的志愿者体系中的相关内容。Employing the methods of literature review and expert interview,this study analyzes and studies the volunteer system of German sports club.A strong,professional and stable team of volunteers is one of the important reasons why German sports can steadily maintain sustainable development.The Sports clubs provide scientific and systematic training system for volunteers;the management system are efficient and humanistic;volunteers are highly recognized by German society;the non-profit activities in sports clubs are tax-free;all affiliated clubs are insured by the regional sports confederation.Sport insurance includes accident and liability insurance.All these overt and recessive measures guarantee the volunteer team to be professional,healthy and sustainable development.For the development of domestic volunteer system,no matter government departments or non-governmental organizations can draw lessons from the rigorous and scientific German development system.
