摘　　要：军队党风廉政建设责任制既是一个制度体系,也是一个运行机制。它具有权力制约性、强制性和经常性特征,由责任主体、责任内容、责任分解、责任控制、责任考核和责任追究六个要素构成。这些要素相互联系、相互作用,推动着责任制的运行。其中,责任分解是前提;责任控制是过程;责任考核是关键;责任追究是结果,这四个环节共同作用、循环往复,形成了党风廉政建设责任制的运行机制。As a running mechanism, the responsibility system of building the party＇s work style and a clean government is characterized by power restriction, enforceability and regularity. It is composed of liability subject, responsibility content, responsibility decomposition, responsibility control, responsibility assessment and responsibility investigation. These factors are interrelated and help promote the operation of responsibility system, of which responsibility decomposition is the premise, responsibility control is the process, responsibility assessment is the key and responsibility investigation is the result. These four elements interact with each other and run in cycles, establishing the responsibility mechanism of building the party＇s work style and a clean government.
