摘 要:应用2000—2015年中国30个省级行政单位的工业面板数据,采用随机前沿分析测算考虑环境污染成本的工业绿色技术效率,进而分析命令型环境规制和市场型环境规制对工业绿色技术效率产生的不同影响。研究结果表明:我国工业绿色技术效率呈缓慢上升趋势,表现出东高西低的区域特征,且低于传统技术效率;命令型环境规制对工业绿色技术效率有反向影响,而市场型环境规制对工业绿色技术效率具有显著的正向作用,两者之间存在互补关系。两种类型的环境规制工具各有所长,在工业污染治理中扮演不同的角色。因此,若想实现环境目标的同时提高工业绿色技术效率,应扩大环境规制工具库,注重多种环境规制工具的组合使用。Based on the panel data of 30 provinces' industry of hina during 2000 to 2015,this paper applies the stochastic frontier analysis to measure the green technical efficiency while accounting for the environmental pollution cost.Then we divide environmental regulation into two types that is ‘imperative environmental regulation and market-based environmental regulation'and emperically examine how types of regulation impact the green technical efficiency of China's industry differently.The results show that the green technical efficiency of china's industry ascents slowly in recent years and has the characterstics of being higher in the east and lower in the west.Moreover,its value is lower than the traditional technical efficiency.Imperative environmental regulation has a negative impact on the green technical efficiency of china's industry,while market-based environmental regulation has a significantly positive effect on the green technical of china 's industry.Furthermore,there is a complementary relationship between the two types of regulation.Each of two types of regulation has their own strong points and plays respective roles in the control of industrial pollution.Thus,only by the increase of the variety of regulaion and the attempt of different combinations,can the dual goals of environmental protection and increased green technical efficiency of China'industry be achieved.
