摘 要:目的通过分析中国卫生监督人员配置现状及公平性,以期为卫生监督人员的进一步合理配置提供参考依据。方法通过查阅《中国统计年鉴》、《中国卫生和计划生育统计年鉴》获取卫生监督人员数量和结构等资料,运用集中指数法评价中国卫生监督人员配置公平性。结果 2011~2015年中国卫生技术人员数、其他技术人员数、管理人员数均呈下降趋势,年平均下降率分别为1.06%、11.05%、12.43%;卫生技术人员集中指数介于-0.0162~0.0311,其他技术人员的集中指数介于-0.0249~0.0016,管理人员的集中指数介于-0.1157~0.320。结论卫生监督人员数量有所减少,卫生监督人员结构有待进一步优化,卫生技术人员、其他技术人员配置公平性优于管理人员。Objective To provide a reference for further rational allocation of health supervisors by analyzing the distribution status and fairness of health supervision personnel in China. Methods The data of the number and structure of health supervisors were obtained by referring to 'China Statistical Yearbook', 'China Health and Family Planning Statistical Yearbook',and the fairness index of Chinese health supervisors. Health supervision staff allocation fairness was evaluated by using the centralized index method. Results The number of health technicians,the number of other technical personnel and the number of managers in China were decreasing from 2011 to 2015,and the average annual rate of decline was 1.06%,11.05% and 12.43% respectively. The concentration index of health technicians was between-0.0162-0.0311,and the concentration index of the other technical staff was between-0.0249-0.0016,and the concentration index of managers was between-0.1157-0.320. Conclusion The number of health supervisors has been reduced. The structure of health supervisors needs to be further optimized. And the fairness of configuration in health technical personnel and other technical staff is better than that in managers.
