基于“教授治校”理念的高校去行政化问题反思

摘  要:当前我国高校在对学校事务进行管理的时候,体现出一种较为严重的行政化倾向,也就是用"官本位"的思维方式来管理高校中的日常事务,其特征主要是行政权力与教学科研相互交织,造成了行政权力的越位,对本应独立的学术权力形成了侵扰与冲击。推进高等学校的去行政化是高等学校实现自主治理过程中至关重要的一步,也是我国高等教育改革与发展的大势所趋。"教授治校"是反思高校去行政化问题的一个关键切入点,有助于我们思考高等学校与高等教育发展的本真状态,符合我国高等教育中长期发展规划中人才培养的目标要求,也是我们当前推进世界一流大学和世界一流学科建设的客观需要。At present,the management of university affairs with the thinking mode of "official standard"tends to be more administrative,the feature of which is the administrative power being intertwined with the teaching and scientific research,resulting in the power's offside,and invading and impacting the independent academic authority. Therefore,the de-administration is a crucial step in the process of the university's self-governance,and is also an irresistible trend of reform and development of higher education in China. "University management by professors"is a critical entry cut in reflection of the university's de-administration,which is helpful to us thinking about the authenticity of the development of universities and higher education,meets the aim and demand of talent training in China's medium and long term development program for higher education and is also the objective need of promoting the construction of world-class universities and world-class disciplines.
