特色小镇对中国新型城镇化建设的影响解析

摘　　要：特色小镇担负了缓解大城市病、因地制宜发展新型城镇化的历史使命,通过培育建设特色小镇,探索新型城镇化的新动力、新空间、新模式,进而推进我国新型城镇化健康发展。特色小镇将成为农村人口就地市民化的重要载体;与城市群一起构成新型城镇化的两个不同尺度的建设形态,完善我国城镇体系结构;促进城乡一体化发展,推动美丽乡村建设;提高城镇居民的生活质量,强化自然历史文化遗产保护;激活城镇化建设的市场活力,推动体制机制创新;因地制宜建设特色小城镇,形成区域特色的城镇化模式。然而,并非所有地区都适合建设特色小镇,特色小镇要规划先行,因地制宜,分类施策,创新体制,逐步塑造城镇的内生增长动力,注重特色小镇的自身发展。Characteristic town supports the historic mission o f alleviating the big city diseases and developing the new type of urbanization. We will explore new driving force, new space and new mode of new urbanization through cultivating characteristic towns, and then promote the healthy development of new urbanization in China. The characteristic town will become the important carrier of local citizenization; Together with urban agglomeration, the characteristic town is another construction form of China’s new urbanization, which will improve China’s urban system; It will promote the integration development of urban and rural regions, and promote the construction of beautiful countryside; It will improve the quality of life of urban residents and build an ecological living environment; It will activate the market vitali^ of urbanization and promote institutional innovation; we should build characteristic town base on local conditions , and form the regional characteristics of the urbanizationmodels. However, not all regions are suitable for the construction o f characteristic town, and the town planning should be done first. According to local conditions, dassification policy, innovation system, the endogenous growth momentum o f the characteristic town will gradually shape, and attach importance to the self-organizing growth o f featured towns.
