摘　　要：作为大学总揽全局、牵引各方的总抓手,大学章程是全面推进依法治校的关键。从安徽行知联盟中的12所应用型本科院校切入,通过对大学章程文本进行比较分析揭示章程建设存在内容结构同质化、条文表述模糊,可操作性差、缺乏有效的监督机制以及程序纰漏等问题,只有真正树立章程理念,完善章程文本建设,运行有效的监督机制和规范的制定程序才能从根本上推进大学章程的建设工作。As the overall situation of the university and the total draw of the parties, the university statute is the key to promote the rule of law comprehensively. Through comparative analysis of University Statute text from twelve Anhui Xingzhi alliance colleges and universities revealing the problems： Content structure homogeneity, poor description of the provisions, poor operability and lack of effective monitoring mechanism and procedural flaws. Therefore, only to establish the concept of the Constitution, improve the construction of the statute, the operation of effective supervision mechanisms and norms of the development process can fundamentally promote the construction of university statutes.
