安康市贫困人口对精准识别与退出程序期望倾向调查

摘　　要：采取入户问卷调查、干部访谈、实地查阅脱贫档案、实地查看脱贫产业等方式,对安康市农村进行了深入调查,重点针对"谁来识别"、"用什么识别"、"识别效果如何"等问题在贫困村贫困人口中进行了分析,发现了安康市贫困人口期望认定采取"自己申报+村民代表评议+干部审核+公示监督"复合程序;期望认定综合考察辩证识别;期望脱贫认定标准采取"国家制定的经济指标"或者"不同权重综合考核标准"。By questionnaire survey,cadre interview,on-the-spot inspection of poverty-eliminating archives,and field examination of poverty-eliminating industry,the author conducted a thorough investigation on the expectation of rural poverty-stricken population in Ankang city toward accurate identification and exit procedure,focusing on ＂Who identifies＂,＂What is used for identification＂,＂How is the effect of identification＂and other issues. It was found that the poverty-stricken population in Ankang city expected to adopt the composite procedure of ＂individual application ＋ deliberation by villagers＇ representatives ＋ check by cadres ＋ public supervision＂,expected to use the mode of＂comprehensive survey and dialectical identification＂,and expected to adopt the poverty-eliminating affirmation standard of ＂economic indicators constituted by the nation＂or ＂comprehensive assessment standards with different weights＂.
