摘　　要：“顺理而举，易为力；背时而动，难为功”，拆违拆临也是如此。将时间定格在今年5月11日凌晨，西营镇副镇长龚志国不到3点就起床了，从镇政府宿舍驱车来到青龙峪，执法队也来到现场。晨曦微照，凉风拂面，他的手心里却直冒汗，亲手绘制的违建别墅说明图，见证着他挨家挨户摸查来的结果，也标注着当天该片区42栋违建别墅的具体位置。伴随机械的轰鸣声，＂We want clear waters and green mountains, as well as mountains of gold and silver.＂ Green, ecological development is the most inclusive form for people＇s livelihood and the most equitabTe public good.
