长江水路运输经营者信用评价指标体系研究

摘　　要：本文在广泛调研的基础上,分析了长江水路运输发展现状及其在行业诚信方面存在的问题,并遵循系统全面、科学合理、操作可行、动态调整、定性定量相结合等原则建立了长江水路运输经营者信用评价指标体系框架,按照层次分析法的原理,设计了目标层—准则层—因素层的指标体系,并探讨了指标权重确定的方法,提出基于双因素理论的长江水路运输经营者信用评价方法,进一步满足长江水路运输信用评价体系动态评价的要求和可持续发展的需要。On the basis of extensive research, this paper analyzed the development of the Changjiang River shipping and the problems in the respect of waterway transportation sector integrity. It established a framework for credit evaluation index system of the Changjiang River waterway transportation operators considered about the principle of comprehensive and systemic, scientific and rational, operability and feasibility, dynamic adjustment, qualitative and quantitative. In accordance with the principles of the Analytic Hierarchy Process, it designed an index system that including the target, layer-guidelines, layer- factors layer. It discussed the method of determining the index weights and proposed a credit assessment method which based on two-factor theory about the Changjiang River waterway transportation operators, which can meet the requirements of dynamic evaluation and the needs of sustainable development about the Changiiang River waterway transportation credit evaluation system.
