摘　　要：在新一代信息通信技术的推动下,继数字城市、智能城市之后,城市信息化进入了智慧城市的高级发展阶段。智慧城市背景下的智慧治理的发展推动了传统的突击式、运动式的城市管理向多主体参与的、标准化、常态化城市治理格局转变。智慧城市背景下城市治理的创新模式是在城市公共信息平台支持下的,一种多部门协同管理的、公众广泛参与的、具有标准化的闭环运作流程的科学、高效、精准的城市管理模式,它推动了现代化的城市治理格局的形成与发展。Under the impetus of the new generation of information and communication technologies, following the digital city, intelli- gent city, the City Informatization goes into the advanced stage of smart c^ty. The smart governance under smart city background pro- motes the development of urban administration from traditional-style assault, campaign-style urban management to participate in multi-a- gent, standardization, normalization of urban governance. The innovative urban governance model in smart city is an new urban admin- istration model which is based on public information platform, with some basic characteristics of muhisectoral collaborative management, public participation, and standardized closed-loop operation of the process of urban management model. It promotes the formation and development of scientific and efficient urban governance pattern.
