摘　　要：随着全球化深度整合和对外开放战略不断推进,包括归侨在内的侨民数量大幅增加。保障侨民享受社会保障待遇是国民权利和基本人权的内在要求,也是劳动力跨国合理流动的客观需要,保护侨民社会保障权益是国内法和国际法的应有之义,更是政府治理现代化和维护国家利益的重要使命。为提高侨民社会保障便携性、保护和实现侨民权益,需要完善国内现有法律法规并与世界各国深度合作,加强相关体制机制探索,推进落实国际法和国际公约;创新运行机制,拓展使领馆或侨联等机构和组织的功能,合理"去政治化",联合商业保险公司等市场手段,多种渠道保障侨民社会保障权益这一国家核心利益。With the depth of integration of globalization and opening-up strategy, overseas Chinese and returned overseas Chinese are both continuous increasing. It is inherent requirements of national rights and basic human fight s, also objective needs of transnational labor mobility to ensure them to enjoy social security benefits. In the meanwhile, protecting interests of emigrants who out of or back to their own homeland is inherent meaning of domestic law and international law, but also important missions of modernization of governance and safeguard of national interests. In order to achieve these goals, we should cooperate with other countries, explore relevant systems and mechanisms to improve portability of social security, improve existing domestic laws and regulations, implement international law and convention, expand functions of government organizations and non-governmental organizations, and innovate operational mechanisms with reasonable de-politicization including building partnership with business insurance to improve portability of social security benefits for overseas Chinese and returned overseasChinese.
