摘　　要：文章以公共支出作为公共产品和公共服务的替代变量,在系统分析三类公共产品供给影响经济增长的机制和途径的基础上,构建了一个把公共产品和公共服务作为内生变量的内生经济增长模型理论框架,提出用"公共产品余值"来解释资本、劳动、技术进步以及人力资本投入所无法直接解释经济增长。实证研究结果表明,一般公共支出、社会民生支出和经济建设支出对四个区域经济增长均有积极推动作用,说明我国把扩大公共产品和公共服务供给作为经济增长引擎的政策是有效的。公共支出在东部、中部和西部三个区域影响的效果不同,中部和西部地区经济建设支出效果最为明显,而东部地区一般公共服务支出效果最好,因此提出对三个区域公共产品供给结构优化应采取不同政策的建议。This paper takes public expenditure as the substitute variable of public goods and services, constructs an endogenous economic growth model by taking public products and service as endogenous variables, proposes using ＂public goods residual value＂ to explain economic growth which cannot be explained with capital, labor, technology progress and human capital. Using panel data from 2007 to 2014 years, we conduct an empirical study of the effect the public expenditure structure has on economic growth. The results show that general public expenditure, social and livelihood expenditure and economic development expenditure help promote the four regions＇ economic growth, which proves China＇s policy of expanding the supply of public products and services to drive economic growth is doing fine. The influence of public expenditure varies in tile eastern, central and western regions. The economic development expenditure effect is the most obvious in the central and western regions, and public service expenditures have the best effect in the eastern region. Different policies should be adopted to optimize the supply of public goods in the three regions.
