摘　　要：黑河流域目前面临水资源、经济和生态造成的污染问题。黑河流域综合治理是一项庞大的系统工程,一是要抓好城区段治理,推动水资源管理体制改革,加快两个生态建设;二是以生态政治理念为引领实现黑河流域跨省区综合治理;三是在黑河流域跨省区生态环境综合治理中,选择确立全新的生态政治价值观推进生态环境综合治理、以政府决策的科学化、生态化为前提推进持久的生态政治建设和以公众政治参与行为的生态化实现持久生态政治建设。The Heihe River Basin is currently facing pollution problems caused by water resources, economy and ecology. Heihe River Basin comprehensive management is a huge system engineering, one is to do a good job in urban governance, promote water resources management system reform, accelerate the two ecological construction; the second is to take the ecological and political ideas to lead the Heihe River Basin cross-provincial comprehen- sive management .Third, in the Heihe River Basin trans-provincial ecological environment comprehensive manage- ment, choose to establish a new ecological and political values to promote the comprehensive management of eco- logical environment, take government decision-making scientific and ecological premise as a prerequisite to pro- mote lasting ecological and political construction and public political participation Ecological ecology of behavior to achieve lasting ecological and political construction.
