水利工程项目中常见串标行为及防止措施分析

摘　　要：随着我国各级政府在水利工程等基础设施中的投资力度逐步加大,相关建筑市场的竞争日益激烈,政府主导的招投标规则也日益规范和完善。但是,少数不法建筑企业为了谋取不当利益,采用串标等手段来获取项目,不仅严重扰乱了市场秩序,还给国家带来了巨大的财政损失,严重损害了人们的生命财产安全。因此,必须严厉打击这类行为。论文分析了串标的危害、常见行为、鉴别方法以及防止措施,可为水利工程招投标的规范化提供借鉴。Along with our country all levels of government investment in water conservancy and other infrastructure gradually increasing, increasingly competitive construction market, the government leading the bidding market is also increasingly standardize and improve the system of rules, but a few illegal construction companies in order to seek improper benefit, use the method to get the order, such as series of standard not only seriously disrupted the market order, to the country brought huge financial loss, serious threat to harm the people＇s life and property safety.So you have to crack down on this kind of behavior.This paper analyzes the hazards, common behaviors, identification methods and prevention measures of string targets, which can provide valuable experience for the standardization of bidding for water conservancy projects in the future.
