重大建设工程移民安置的社会福利分析——从土地价值角度出发

摘　　要：为了探讨基于土地价值的重大建设项目工程移民社会福利的变化,采用马克思的地租理论和实地走访调查的方式,测算土地价值,运用社会剩余表达移民和安置区原居民的社会福利,结合丹江口水库汉南移民的实际情况,得出结论:工程移民降低了移民和安置区原居民的社会福利;未遵守完全补偿和兼顾公平与效率的原则。基于这样的结果,最后提出:补偿方案应严格执行移民补偿标准、提高工程移民信息透明度和福利相关方参与度的建议。In order to explore the change of social welfare of resettlement of major construction project based on land value,this paper measured land value by Marx＇s theory of rent and the way of field investigation, and uses social surplus to express the social welfare of immigrants and indigenous inhabitants in resettlement area. Combined with the actual situation of immigrants,who come from Han-nan, in Danjiangkou reservoir area, a conclusion indicates that the project inhabitants in res migration reduced the social welfare of the immigrants and indigenous ettlement area,and failed to comply with the principle of full compensation and fairness and efficiency. Based on this result, finally, the article pointed out that the compensation scheme should strictly implement the resettlement compensation standard, and improve the transparency of project immigration information and the participation of welfare stakeholders.
